MICROSTRATEGY CHOSEN AS THE BI PLATFORM AT HUD

MicroStrategy Incorporated, a leading worldwide provider of Intelligent EBusiness software, announced that the U.S. Department of Housing and Urban Development (HUD) has chosen MicroStrategy to lead the implementation of its Empowerment Information System and Enterprise Data Warehouse (EIS/EDW) application. The contract, worth $5.8 million with additional options that could increase the total contract value to up to $13.3 million, establishes MicroStrategy's Intelligent E-Business Platform as the standard platform for business intelligence solutions at HUD. With a targeted release date of August 31, 2000, the integrated Empowerment Information System and Enterprise Data Warehouse Version 1.0 will put HUD at the leading edge of government technology adoption that benefits HUD employees, business partners, members of Congress, and the public.

The EIS/EDW Version 1.0 will provide thousands of HUD public trust officers with the ability to analyze all manner of agency spending and performance data and to more effectively contribute to achieving the organization's goals. Critical HUD information will be accessible through many mediums, including graphs and charts, as well as spatially through an integrated Geographic Information System (GIS). Subsequent releases of the system will allow HUD's business partners, members of Congress, and the public to receive valuable and personally relevant information from HUD through MicroStrategy's innovative Web-based and broadcast technology and the establishment of a Web and wireless portal, myHUD. By providing access to timely, personalized, and relevant information through Web, wireless, and voice technology, HUD employees will be able to make better business decisions, build closer relationships with its constituents, and better execute on the Department's mission.

The HUD/MicroStrategy alliance began in December of 1998, when HUD procured MicroStrategy software and services to build an Enterprise Information System (EIS) prototype application. Today, MicroStrategy continues to help HUD create a vision for e-Government and understand how the EIS can change the way HUD uses and values its information. The March 2000 contract represents a full commitment of HUD and MicroStrategy to make this vision a reality. The EIS/EDW solution will employ MicroStrategy's full suite of Intelligent E-Business products, including MicroStrategy Web, MicroStrategy Broadcaster, MicroStrategy Agent, MicroStrategy Architect, and MicroStrategy Administrator, with subsequent releases deploying MicroStrategy InfoCenter. The development team, led by MicroStrategy, includes professionals from Oracle and Unisys Corporation.

Both MicroStrategy and HUD are excited about the opportunities at hand. "We envision that EIS/EDW Version 1.0 will serve as the first true cross-program information delivery platform, spanning the majority of HUD programs and producing a unified picture of HUD's assets, investment activities and initiatives," said Gloria Parker, chief information officer at HUD.

"MicroStrategy provides HUD with a technology foundation that accommodates our current needs as well as our future plans," said Richard Burk, associate deputy assistant secretary for operations at HUD. "HUD expects to derive immediate and measurable value with MicroStrategy, our e-Government enterprise standard. Delivery of timely information to our public trust officers and community builders is critical. The insight gained using MicroStrategy will help the agency more effectively execute on our goals."

"MicroStrategy continues to address the needs of federal agencies and public organizations seeking innovative e-business solutions," said Michael J. Saylor, president and CEO of MicroStrategy Incorporated. "MicroStrategy is empowering organizations with e-Government solutions that leverage their wealth of untapped information assets. We are excited about our relationship with HUD, and look forward to the success of such an important installation."

MicroStrategy Provides Innovative E-Government Solutions to Federal Government

MicroStrategy launched the Government Solutions Group in 1998 to meet the growing demand for effective e-Government solutions within the federal government.

"We are pleased that MicroStrategy is playing a key role in not only powering an innovative e-Government solution, but also helping HUD leverage its valuable information assets to build stronger relationships with communities throughout the country," said Robert Silverman, director of the government solutions group at MicroStrategy Incorporated. "The MicroStrategybased solution at HUD represents an excellent example of our vision for Intelligent e-Government and we are proud to lead this effort."
